Material that has been wet does not recover its performance when it dries, and it should not be buried under a new layer.
Repeated access for wiring, fans and storage leaves the layer uneven, thin in patches and pushed back from the eaves.
Material that has been fouled or nested in is not a substrate to build on. It comes out.
If the existing layer is dry, undisturbed and simply shallow, it does not need removing—it needs adding to. That is cheaper, faster and less disruptive, and we will say so. A contractor who recommends a full clear-out of sound insulation is selling you a skip, not a thermal envelope. Read about attic insulation.
Old material is bagged in the attic rather than carried loose through the house, and taken out the way it came in. The ceiling plane is left clear and even so the replacement layer sits flat, with consistent depth out to the eaves—which is where coverage is almost always worst and where heat loss concentrates.
Attics in mid-century houses hold things that should not be disturbed casually: old wiring runs, recessed fittings, ducting and ceiling fixings. Material comes out around them, not over them.
